Feather Sound sits on open bay frontage — Old Tampa Bay. More exposed than a canal and calmer than the Gulf. Wind fetch across the bay is usually the governing load.

Bay frontage usually means reaching out to find water depth, which makes the walkway a significant part of the structure. Where seagrass is present, the design has to work around it rather than over it.

Work in Feather Sound is permitted through Pinellas County Building & Development Review Services. Dock, lift and seawall work requires a county or municipal building permit. Many Pinellas communities are incorporated cities with their own additional review.

Barrier-island properties frequently sit seaward of the Coastal Construction Control Line, which adds a state CCCL permit on top of everything else.

Pinellas is the one county where you can start from an assumption. The Pinellas County Aquatic Preserve covers all sovereign submerged land around the county that is outside the Boca Ciega Bay Aquatic Preserve — so if the job is on saltwater in Pinellas County, plan on the 500 square foot threshold and on self-certification not being available, then let the parcel research prove otherwise rather than the other way round.

Statewide, 3–4 months for all approvals where the work is more than 300 feet from a federal navigation channel is typical, rising to 6–9 months where a separate Army Corps approval is required. Actual timing depends on the parcel, scope, reviewing agencies and application completeness.

The water at Feather Sound sits within the Pinellas County Aquatic Preserve. That matters more than most owners expect: inside it, the state's exemption for a single-family dock drops from 1,000 square feet of over-water area to 500.

Every aquatic preserve is an Outstanding Florida Water, but not every Outstanding Florida Water is an aquatic preserve. Both drop the dock exemption to 500 square feet. Only preserve status also removes DEP's free online self-certification and brings the seagrass clearance rule with it. The distinction decides how you apply, not just how big you can build.

That is designated aquatic preserve water, so both of those apply here. Inside an aquatic preserve, a dock has to reach water deep enough to leave at least one foot of clearance between the top of the seagrass and the lowest point of the moored boat. On a shallow, grassy bay that is what sets the length of the dock — the seagrass, not the boat. It is the most common reason a dock has to be longer than an owner expected, and the most common reason a short dock fails review.

These boundaries follow the water, not the city limits, so two neighbors can sit on different sides of one. We confirm the status for your specific parcel before anything is designed — it is the single most common thing we correct when an owner tells us what they believe they are allowed to build.
